Duties

This position is located within the Deployment and Logistics Division, in Acquisition and Program Management (APM), Transportation Security Administration (TSA), Department of Homeland Security (DHS).  If selected for this position, you will serve as a Deployment Coordinator who oversees the process of deploying checkpoint technology systems throughout U.S. airports. Typical assignments include:



  • Providing technical oversight for checkpoint technology deployment systems and installation process. Coordinating the work of the contract Systems Integrators, who perform the integration of equipment into the physical infrastructure of the airports.

  • Participating in the evaluation of the overall technology deployment program, providing analyses and recommendations. Planning, coordinating, and conducting projects and studies related to equipment performance over the life cycle.

  • Developing and conducting field data collection activities to establish baseline operational performance for aviation technologies and capabilities. Analyzes and evaluates security technology requirements, test results, and operational metrics to determine overall program performance.

  • Defining and assessing contract performance, reviewing project invoices, making recommendations. Supporting the Contracting Officer in negotiations of contract modifications on allowable and allocable costs. Contributing to development of Statement of Work and technical requirements, as needed.

  • Reviewing proposed legislation, rules and regulations to conduct impact assessment on existing plans and programs and provides recommendations on changes or mitigations.

  • Providing APM analysis for reports to TSA senior leadership, Reports to Congress and Questions for the Record. TSA point of contact on security technology deployment projects, programs and other work activities.

Qualifications and Evaluations

Requirements:
You must meet the qualification requirements for this position no later than the closing date of the vacancy announcement.

You must be able to obtain and maintain COR Level 2 certification within 12 months of entrance of duty.

You must be able to obtain Program Management Level 1 certification within 18 months of entrance of duty.

    Candidates will be rated and ranked using Category Grouping procedures.  Under Category Grouping, candidates will be rated and ranked into one of three categories:

    Best-Qualified: Applicants possessing experience that substantially exceeds the minimum qualifications of the position and demonstrate high proficiency in all of the critical competencies, including all Selective Placement Factors (SPF) and appropriate Desirable (Quality Ranking) Factors as determined by the job analysis.

    Well-Qualified: Applicants possessing experience that exceeds the minimum qualifications of the position and demonstrates acceptable proficiency in all of the critical competencies, including all SPFs as determined by the job analysis.

    Qualified: Applicants possessing experience that meets the minimum qualifications of the position and demonstrate basic proficiency in most of the critical competencies, including all SPFs as determined by the job analysis.
    Qualifications:

    To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:



    • utilizing Federal Acquisition Regulations (FAR) guidelines and procedures to manage program and projects resources, costs, work and contractor performance.

    • applying evaluation methodology to track and evaluate project metrics, statistics, and investigative techniques;

    • conducting management studies, assessments, and analyses of processes, procedures or directives to support alignment of overall program operations; and,

    • planning, leading, and carrying out multi-phased or projects.


    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

    Employees who transfer to TSA from an agency that allows employees to maintain an annual leave balance higher than the maximum accumulation for the appointed position will have their leave ceiling set to the maximum accumulation for the appointed position (e.g., United States duty location - 240 hours, foreign duty location - 360 hours, or TSES position - 720 hours). TSA will not make a monetary payment for any leave forfeited under these circumstances.
