Duties

This Financial Specialist position is located in the Financial Management Division, within Finance and Administration (CFO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Typical duties include but are not limited to:



  • Directing the travel system implementation and overseeing the on-going travel system operations to support a TSA-wide user base. Performing travel systems planning, implementation, deployment, and ongoing management.

  • Evaluating and translating financial travel regulatory requirements, policy guidance and complex business issues.

  • Leading travel systems end user support and conducting systems administration/access control in accordance with DHS/TSA policies and directives.

  • Managing travel management systems training to ensure regulatory compliance.

  • Coordinating with stakeholders to develop various financial travel reports.


The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

    Well-Qualified: Applicants possessing experience that exceeds the minimum qualifications of the position and demonstrates acceptable proficiency in all of the critical competencies, including all SPFs as determined by the job analysis.

    Qualified: Applicants possessing experience that meets the minimum qualifications of the position and demonstrate basic proficiency in most of the critical competencies, including all SPFs as determined by the job analysis.

    Your qualifications will be evaluated on the following competencies that are relevant to the duties of this position and must be fully supported by information in your resume:



    • Ability to oversee an integrated travel management systems implementation and develop a comprehensive set of business requirements.

    • Knowledge of policies, procedures and strategies governing the travel management systems/software engineering processes and standards.

    • Skill providing end user support for federal travel management systems and/or other commercial travel management systems.

    • Ability to administer travel systems training and end users and other stakeholders.

    • Skill in generating reports from financial and/or travel management systems.

    • Ability to manage an integrated team (e.g. contractors and federal government stakeholders).

    Qualifications:

    To qualify for the SV-I pay band (equivalent to GS-13), you must have one year of specialized experience at the SV-H pay band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:



    • Implementing, configuring, and integrating Federal travel management systems with Federal financial systems;

    • Gathering and translating Federal travel business and policy requirements into system requirements and knowledgeable of the systems/software engineering process; and

    • Providing travel system support to a variety of end-user groups including high-level stakeholders and facilitating issue resolution among diverse groups (e.g., end-users, contractors, external stakeholders, oversight organizations).


    To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:



    • Implementing, configuring, and integrating Federal travel management systems with Federal financial systems; 

    • Gathering and translating Federal travel business and policy requirements into system requirements and knowledgeable of the systems/software engineering process;

    • Providing travel system support to a variety of end-user groups including high-level stakeholders and facilitating issue resolution among diverse groups (e.g., end-users, contractors, external stakeholders, oversight organizations); and

    • Developing recommendations to new and existing policies or procedures to improve travel system processes and customer service.


     


    NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.


    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
