2 Do you possess a Ph.D. or the required graduate course work in an accredited institution as described in this announcement; OR an LL.M., if related; OR one year of specialized experience equivalent to the SV-F or GS-9 in the Federal service or equivalent in the private sector initiating, tracking, and completing HR cases or actions; AND providing guidance and advice to managers and employees on HR matters in one of the following areas: Classification, Employee Relations, Labor Relations, Staffing, Payroll, or Benefits; OR a combination of education (past the second year) and experience as stated in this announcement?
